I am registered in the CM-ECF system, but am not listed to receive electronic notifications. Why?

Why does an attorney in a criminal case receive a message stating "YOU DO NOT HAVE PERMISSION TO VIEW THIS DOCUMENT" when clicking on the link to the document from the Notice of Electronic Filing?

When I click on the document link in my e-mail, it prompts me for a login and password. When I enter my ECF login, it tells me my login failed. Why?
